Camtasia Relay is made up of two components, recorder and server. The recorder is used by presenters to capture audio, on-screen activity, and keyboard/mouse input. There is no per seat license fee. Once you have Camtasia Relay server installed, you can distribute Camtasia Relay recorder for free to all your existing computers.
Pricing is a one time fee. No monthly or annual contracts.

A dedicated server should be used for Camtasia Relay with one server core available for running the Camtasia Relay website. This means that a dual-core server = one simultaneous encoding, a quad-core server = three simultaneous encodings, and so on. It really comes down to how many recordings will need to be processed at the same time and how quickly you need that processing to happen.
